Yu-Gi-Oh! has three hand traps that specialize in dealing with the graveyard. Each does it in its own unique way, but can we say that one is "actually" better than the rest since their effects are different? Let's pit them against each other and see if any of them will come out on top!
This is not a Halloween article, but it could have been given how well the card names are for our three graveyard killers.
Round One: Non-Effect Features
All three Monsters have different types. Crow is a Winged-Beast while Skull Meister is a Fiend and Ghost Belle is a Zombie. Belle is a tuner that might be important in certain niche situations. Meister, however, is the only one of the three cards that can actually get in for some solid damage. 1700 attack can do some decent damage and get over a lot of smaller monsters. Crow and Belle are levels one and three respectively. However, being a level four monster, Meister might have a chance of being used for a rank four Xyz summon, which is the most common rank.
Therefore, Skull Meister performs best outside of its effect.

Round Two: Limitations
Many of the cards printed in recent years have a once-per-turn clause, and that is true for all the ghost sister cards. Ghost Belle & Haunted Mansion's effect is, therefore, limited to once per turn. It could be because the card can be activated in response to three different kinds of card effects. Crow and Meister, however, do not have this limitation, making multiple copies in hand live during the same turn as opposed to having two Ghost Belle in hand, which would render one of them useless unless it is summoned for some kind of summon afterward.
Therefore D.D. Crow and Skull Meister edge out Ghost Belle when it comes to limitations.
Round Three: Effects
While all three cards attack the graveyard, they do so in different ways. Let's start with D.D. Crow. It is the only card, of the three, that does not negate card effects. It is a quick effect that removes from play a card from the opponent's graveyard. Though it is a very simple effect, it is a very powerful one. Being a quick effect means that the card can be used either pre-emptively or reactively. An example of a pre-emptive use is the golden land trap cards,
Moving on to Skull Meister, it is a purely reactive card. Like D.D. Crow, it can be used during either player's turn. Its effect is to negate cards that activate in the graveyard. It doesn't remove its target from play though. In my opinion, it is best used against cards that remove themselves from the graveyard to activate their effect. The Golden Land traps mentioned above are a very good example since they activate in the graveyard but banish themselves as a cost. Skull Meister can stop them since they activated in the graveyard, and they cannot activate again since they are already banished. Cards that remain in the graveyard are somewhat problematic such as

Lastly, we have Ghost Belle & Haunted Mansion. Like Meister, it is a purely reactive card. Its effect is somewhat different from the other two cards though as it reacts to cards that affect cards in the graveyard, not necessarily cards that are actually in the graveyard. The first effect that can be negated is the one that adds a card(s) from the graveyard to the hand, deck, and/or extra deck. One example is
The second effect negates a card that Special Summons a monster card(s) from the graveyard. With this effect, Belle edges out both Crow and Meister as it is somewhat of a combination of both. Not only can it stop a card that special summons from the grave such as Monster Reborn,
As for the third effect, it can stop a card that has the ability to banish cards from the graveyard. While it cannot stop cards that banish as part of their cost like
Unfortunately, we can't really pick a strict winner here as these cards are all useful in different situations, and which is "best" is usually a meta call and what you expect to face at any given tournament or casual duels with friends since their effects are different from one another.
